        I want to keep a couple of quail in my back yard as pets. I know quail are classed as poultry, but what I’ve read about CPH numbers is that you’d need 50 or more poultry birds to need a CPH number. The bird ‘flu scare meant all back-yard henkeepers had to bring their birds indoors. Do I need one?
